Congress Streamlines Reporting Process for Some Schools Serving Vets

This summer, a law passed by Congress eases reporting requirements for schools where less than 35% of their students use the GI Bill or other VA education benefits.

The Ensuring the Best Schools for Veterans Act of 2022 streamlines reporting requirements around the 85/15 rule, which prohibits VA from paying benefits to students enrolling in education programs where more than 85 percent of the students use the GI Bill or other VA funding. 

“The Department of Veterans’ Affairs’ (VA) 85/15 rule is an important safeguard in protecting students and their educational benefits from predatory fraud and abuse,” said Rep. Mark Takano, who chairs the House Committee on Veterans Affairs. “However, for schools with a small student veteran population, this rule has unintended negative consequences that limit student veterans from participating in their programs. The Ensuring the Best Schools for Veterans Act of 2022 addresses disparities in the 85/15 rule so all student veterans can successfully complete their degree without interruption.”

Ted Mitchell, president of the American Council on Education (ACE), applauded the legislation. 

“This important legislation clarifies the 85-15 rule and helps ensure that veterans can continue to enroll in a quality higher education program of their choosing.”
